Prohibits retail businesses with in-person payment acceptance at physical locations from refusing cash payments for transactions under $2,000.

Forbids posting signs stating cash is not accepted and prohibits charging higher prices to cash-paying customers compared to non-cash customers.

Exempts temporary vendors (street vendors, food trucks, pop-up shops) and allows exceptions for system failures or insufficient cash for change.

Permits businesses to offer cash-to-prepaid card conversion devices on-site if fee-free with no minimum deposit exceeding one dollar and no fees on resulting prepaid cards.

Classifies violations as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act, effective January 1, 2024.
