Expands criminal sexual assault to include sexual penetration of victims aged 18-21 who are secondary school students when the accused holds a position of trust, authority, or supervision over the victim in an educational or extracurricular context, regardless of where the act occurs.

Adds new offense of aggravated criminal sexual abuse for sexual conduct with victims aged 18-21 who are secondary school students when the accused holds a position of trust, authority, or supervision over the victim in an educational or extracurricular context, making it a Class 1 felony.

Expands the definition of "child" in the grooming statute to include persons aged 17-21 who are attending secondary school, allowing grooming charges to apply to these older students.

Criminal sexual assault under the new provisions remains a Class 1 felony, with enhanced penalties for repeat offenders including Class X felony sentences of 30-60 years for second convictions.

Aggravated criminal sexual abuse for violations involving the new student provisions is classified as a Class 1 felony.
