Requires the Department of Healthcare and Family Services to provide noncitizens and legally admitted permanent residents the same medical assistance coverage for family planning services and supplies as U.S. citizens, if they meet all other eligibility requirements.

Mandates parity of male contraceptive services by allowing encounter rate clinics, federally qualified health centers, and rural health centers to bill for vasectomy procedures (code 55250) under fee-for-service methodology based on current practitioner fee schedules, with patient consultation and post-operative visits covered at standard prospective payment rates.

Requires the Department to adopt reproductive justice-aligned measures of contraceptive access and quality and annually report statewide data beginning in calendar year 2024, disaggregated by Medicaid managed care health plans and providers.

Directs the Department to work with Medicaid managed care associations and contraceptive access initiatives to collect and annually report patient-centered contraceptive counseling measures endorsed by the National Quality Forum.

Takes effect immediately upon becoming law.
