Designates one staff member as a military liaison within the Department of Financial and Professional Regulation to manage expedited licensure applications for service members and spouses, with processing required within 30 days of receiving completed applications.

Authorizes expedited licensure for active duty or recently separated (within 2 years) service members and their spouses who hold valid licenses in good standing from another state or jurisdiction, provided they meet endorsement/reciprocity requirements and pass background checks.

Requires the military liaison to notify applicants of federal assistance programs available to reimburse licensing fees and professional credentials costs under Section 556 of Public Law 115-91 and related federal programs.

Allows service members and spouses to place licenses in inactive status when relocating and expedites reactivation within 30 days upon return to Illinois, provided their original credential remains valid and in good standing.

Credits all military service experience and training toward occupational and professional licensing requirements, including years of practice and education/training requirements, if determined by the department to meet applicable standards.
