Amends the Business Enterprise for Minorities, Women, and Persons with Disabilities Act to exclude contracts for workforce development or technical assistance for businesses from the definition of "State contracts" and "State construction contracts."

Adds definitions for "workforce development" (career training and networking designed to increase participation by underrepresented groups including minorities, women, veterans, and economically distressed communities) and "technical assistance for businesses" (assistance to create and support business opportunities for minority-owned, women-owned, and veteran-owned small businesses).

Maintains existing eligibility requirements for minority persons (American Indian, Asian, Black/African American, Hispanic/Latino, Native Hawaiian/Pacific Islander), women, and persons with disabilities to qualify for business enterprise program certification.

Preserves the requirement that certified businesses must be at least 51% owned and controlled by eligible individuals, with specific provisions allowing combinations of minority persons, women, and persons with disabilities to meet ownership thresholds.
