Amends Section 3-405 of the Illinois Vehicle Code to require applicants for motor vehicle registration to present a valid driver's license at the time of application submission.

Adds a new paragraph 3.5 to vehicle registration applications requiring a space for voluntary disclosure of conditions that impede effective communication under Section 3-405.5.

Specifies that original applications for vehicle registration must bear the owner's signature written with pen and ink.

Maintains existing requirements for vehicle registration applications including vehicle description, owner information, affirmation of insurance coverage, and documentation for new vehicles from dealers.
