IL HB3341

Amends the Fiscal Control and Internal Auditing Act to allow state agencies to use temporary professional auditing services when the chief internal auditor position is vacant.

Requires the chief executive officer of a designated state agency to obtain prior approval from the Governor before entering into an agreement with the Department of Central Management Services for professional auditing services.

The temporary agreement for professional auditing services automatically terminates once a new chief internal auditor is appointed to the position.

Maintains existing requirements that chief internal auditors must have a bachelor's degree and either be a certified internal auditor or certified public accountant with at least 4 years of auditing experience, or an auditor with at least 5 years of professional auditing experience.
