HB3342 Summary

• Amends Section 5-214 of the Illinois Pension Code to modify service credit eligibility for Chicago police officers assigned to work outside the police department.

• Requires police officers to be performing in a "sworn law enforcement capacity" to receive service credit for assignments to Cook County, the State of Illinois, or the federal government (effective January 1, 2024).

• Allows the Policemen's Annuity and Benefit Fund board to reconsider denied applications for service credit from officers who applied between January 1, 1992 and April 1, 2008, if reconsideration is requested by December 21, 2022.

• Creates a one-year transition period (January 1, 2023 to January 1, 2024) during which previous standards for leave of absence requirements apply before the sworn law enforcement capacity requirement takes effect.

• Exempts the state from reimbursement requirements under the State Mandates Act for implementing this legislation.
