• Designates the act as the "Vera, Vivian, and Amilia Kisliak Law to Support Victims of Domestic Violence" and amends the Community Mental Health Act.

• Defines "domestic violence" by reference to the Illinois Domestic Violence Act of 1986 and adds it as a defined term in the Community Mental Health Act.

• Allows governing bodies of governmental units with community mental health boards to adopt a resolution authorizing a voter proposition on whether the board shall provide services for victims of domestic violence in addition to mental health facilities and services.

• If voters approve, the community mental health board must provide domestic violence services, review and evaluate such services, consult with public and private agencies on service delivery, and review grant applications from domestic violence service providers.

• Takes effect immediately upon becoming law.
