Amends the Illinois Power Agency Act to require prevailing wage requirements under the Prevailing Wage Act for Illinois Solar for All Program projects submitted after the effective date, with exceptions for single-family/multi-family residential buildings and houses of worship under 100 kilowatts.

Directs the Agency to verify that all construction work on renewable energy projects is performed by workers earning at least the general prevailing rate of wages as defined in the Prevailing Wage Act, and allows adjustment of renewable energy credit prices to account for increased labor costs.

Maintains existing Illinois Solar for All Program structure including five subprograms (low-income single-family/small multifamily solar, community solar, non-profits/public facilities, and low-income large multifamily solar) with allocation of 35%, 40%, and 25% of funds respectively.

Establishes program goals requiring minimum 25% of incentives allocated to projects in environmental justice communities and reserving portions for energy sovereignty projects with community ownership and control.

Requires independent biennial evaluation of the program based on objective stakeholder-developed criteria, with reports on projects installed, capacity, costs, jobs created, and environmental benefits delivered to the Commission and posted publicly.
