Adds power washing projects to the definition of "public works" under the Prevailing Wage Act when performed by a public body or paid for wholly or in part out of public funds.

Applies prevailing wage requirements to power washing that uses steam or pressurized water, with or without added abrasives or chemicals, to remove paint, coatings, oils, grease, corrosion, or debris from surfaces or to prepare surfaces for coating.

Expands the existing Prevailing Wage Act (820 ILCS 130/2) to ensure workers on these power washing projects receive prevailing wage and fringe benefits comparable to similar public works construction.
