Creates a Youth Sports Referee Program administered by the Department of Commerce and Economic Opportunity to improve compensation and protections for youth sports referees.

Requires the Program to develop standards authorizing referees to eject disruptive spectators, including parents, from youth sports league events.

Provides grants to youth sports leagues that adopt the protective standards to compensate referees at least $50 per game officiated.

Applies to referees working for the Illinois High School Association, Illinois Elementary School Association, and any incorporated or unincorporated youth sports leagues (for-profit or not-for-profit).

Authorizes the Department to adopt rules necessary to administer the Program.
