• Manufacturers must submit an implementation plan to the Environmental Protection Agency within 90 days describing how the collection program will operate, including educational materials, outreach activities, storage containers, and transportation systems for collected hazardous materials.

• Vehicle recyclers must remove all hazardous components and batteries from end-of-life vehicles before delivering them to scrap metal recyclers, with exceptions only for components inaccessible due to significant pre-existing vehicle damage.

• Manufacturers must provide compensation to vehicle recyclers for removal labor based on warranty procedures and shop rates, plus cover all costs for containers, packaging, and transportation of hazardous materials.

• Violations carry civil penalties up to $1,000 per violation plus $1,000 per day for manufacturers; vehicle recyclers face fines up to $250 for first violations and $500 for subsequent violations; manufacturers must indemnify recyclers for liability arising from properly managed hazardous materials transfers.
