• Changes references from "nuclear power plants" to "nuclear facilities" throughout Section 13.6 of the Environmental Protection Act regarding radionuclide releases.

• Requires the Department of Public Health to be notified about noncommunity water system contamination and the Environmental Protection Agency to be notified about community water system contamination from nuclear facilities.

• Mandates community water systems designated as using waters contaminated by nuclear facility effluents to collect quarterly samples for beta emitters and iodine-131, and annual samples for tritium and strontium-90 at distribution system entry points, beginning within one quarter of notification.

• Requires the Department of Public Health to monitor systems within a 5-mile radius of nuclear facilities and prohibits these designated systems from requesting waivers from monitoring frequencies.

• Directs the Agency to propose rules within one year prescribing standards for detecting and reporting unpermitted radionuclide releases and requiring water suppliers to reduce contamination levels or remove contaminated sources by Agency-specified deadlines.
