Amends the Labor Dispute Act to permit persons engaged in picketing to use public rights of way for announcing disputes, erecting temporary signs, and parking at least one vehicle (limited to 10 vehicles maximum).

Allows picketers to erect tents or temporary shelters for their health, welfare, safety, and well-being, with removal required at the end of each day when picketing ceases.

Prohibits tents, shelters, and vehicles on Class I highways and requires picketers to maintain reasonable pedestrian walkways, keep areas free from garbage, and ensure utilities remain accessible.

Restricts signage, tents, and shelters from obscuring traffic signs, signals, or devices or obstructing drivers' views, with the burden of proof on local government and liability for costs and attorney's fees if claims are unfounded.

Makes it a Class A misdemeanor with a minimum $500 fine for any person who intentionally places objects in the public way to interfere with, obstruct, or impede picketing, demonstrations, or protests.
