Requires the Department of Human Services and Department of Healthcare and Family Services to establish reimbursement rates providing a minimum $4.00 per hour wage increase for front-line personnel (direct support persons, aides, supervisors, support staff) in intellectual and developmental disability services effective July 1, 2023.

Mandates wages for residential non-executive direct care staff (excluding direct support personnel) be set at the U.S. Department of Labor's average wage as defined by departmental rule.

Applies to community-based providers, intermediate care facilities, medically complex facilities, community day services, and other residential/day programs serving persons with intellectual and developmental disabilities.

Grants the Department of Human Services and Department of Healthcare and Family Services emergency rulemaking authority under the Illinois Administrative Procedure Act to implement these wage increases; emergency rulemaking authority expires one year after the act's effective date.

Effective immediately upon enactment.
