Amends the Illinois Procurement Code Section 25-75 to exclude authorized emergency vehicles from the definition of "flexible fuel vehicles" and "fuel efficient hybrid vehicles."

Authorized emergency vehicles are no longer required to operate on E-85 fuel (85% ethanol, 15% gasoline) or meet the 20% fuel economy improvement standard for hybrid vehicles.

All other gasoline-powered vehicles purchased with State funds must remain flexible fuel or fuel efficient hybrid vehicles as of July 1, 2007.

The Chief Procurement Officer retains authority to exempt certain vehicle procurements based on intended use or other reasonable considerations including health and safety.
