• Creates a new "Repatriation and Reinterment Fund" to hold restitution collected from violations and allows the General Assembly to appropriate funds for repatriation, reinterment, repair, or restoration of remains and grave artifacts.

• Authorizes Department of Natural Resources to issue permits for avoidance, disturbance, or removal of human remains and unregistered graves, and allows emergency rulemaking to implement Section 13 of the Act.

• Adds seizure and forfeiture provisions for equipment and property used to illegally disturb human remains, with proceeds deposited into the Repatriation and Reinterment Fund, and increases reward for information leading to arrests from $2,000 to $5,000.
