Designates the first day following the beginning of Ramadan as a State holiday in Illinois.

Amends the Election Code (10 ILCS 5/1-6) to include the first day following the beginning of Ramadan in the definition of "State holiday" for purposes of extending election deadlines.

Amends the Illinois Procurement Code (30 ILCS 500/15-45) to add the first day following the beginning of Ramadan to the list of holidays for computing time periods in procurement-related acts.

Amends the School Code (105 ILCS 5/24-2) to designate the first day following the beginning of Ramadan as a legal school holiday on which teachers and school employees are not required to work.

Amends the Promissory Note and Bank Holiday Act (205 ILCS 630/17) to include the first day following the beginning of Ramadan as a legal holiday when banks may remain closed.
