Amends the Township Code to expand health services eligible for township funding to explicitly include mental, behavioral, eye, dental, and other healthcare services.

Allows township boards to approve alternative, publicly available professional or academically recognized standards of need for determining eligibility for subsidized day care, in addition to the Department of Children and Family Services standard.

Permits local governmental units to provide General Assistance following disaster proclamations issued by the Governor, in addition to those declared by the President under federal law, with assistance provided within 90 days of the proclamation.

Creates new Section 6-11a authorizing local governmental units to provide General Assistance through services that comply with Section 85-13 of the Township Code, provided the board adopts a policy designating which services are eligible.

Modifies eligibility rules for cash assistance under Articles IV and VI by exempting individuals with drug-related felony convictions from ineligibility restrictions.
