Excludes talk shows produced for local or regional markets and reality competition productions from the definition of "accredited production" eligible for the film tax credit.

Makes the film production tax credit permanent by removing the sunset provision that would have ended new credits on January 1, 2027.

Adds a 5% credit on Illinois labor expenditures for residents living outside the metropolitan area (defined as Chicago and areas within 30 miles of Chicago).

Increases the total credit by an additional 5% if 50% or more of principal filming or taping occurs outside the metropolitan area.

Effective immediately upon becoming law.
