Grants downstate teachers one additional day of service credit for each day earned during the Governor-declared COVID-19 public health emergency, effectively doubling service credit for that period.

Service credit awarded under this provision requires no additional employee or employer contributions.

Benefit increases resulting from this law are excluded from the definition of "new benefit increase" under Section 16-203, exempting them from funding and sunset requirements that normally apply to pension benefit expansions.

Takes effect immediately upon enactment.
