Amends Illinois Vehicle Code Section 3-699.14 to establish a new Universal special license plate for the "IBEW Thank a Line Worker" decal authorized by the General Assembly.

Original issuance fee is $15 (deposited into Secretary of State Special License Plate Fund) and renewal fee is $2 (deposited into Secretary of State Special License Plate Fund).

Plate applies to passenger vehicles of the first division (including motorcycles and autocycles) or motor vehicles of the second division weighing not more than 8,000 pounds.

Plates expire according to the multi-year procedure under Section 3-414.1 and may include registration renewal stickers but no other decals or materials.

Secretary of State must make a version of the plate appropriate for motorcycles and autocycles.
