Amends Illinois Public Aid Code to require the Department of Healthcare and Family Services to cover comprehensive post-kidney transplant care for noncitizens who are not eligible for comprehensive medical benefits but meet residency requirements under Section 5-3 and financial eligibility requirements under Section 5-2.

Adds new subsection (a-11) establishing coverage for comprehensive post-kidney transplant care including all related medical services and immunosuppressive drugs needed after kidney transplantation.

Maintains existing provisions allowing coverage of immunosuppressive drugs and related post-kidney transplant management services under subsection (a-10) for noncitizens meeting the same residency and financial eligibility criteria.

Preserves department authority under subsection (b) to limit enrollment, reduce available services, or modify eligibility standards if necessary to stay within available funding during any fiscal year.
