Authorizes the Department of Natural Resources to enter into a public-private agreement to develop, finance, lease, manage, and operate the World Shooting and Recreational Complex in Sparta, Illinois, a 1,620-acre facility with shooting ranges, camping sites, and recreational amenities.

Requires the contractor selection process to comply with competitive request for proposals procedures under the Illinois Procurement Code, with evaluation criteria including the offeror's project plans, business practices, and past performance on similar projects.

Establishes agreement terms between 25 and 99 years, with provisions for Department access to contractor information, right to direct decisions, contractor user fee authority, and reversion of all property interests to the Department upon termination.

Mandates contractors comply with prevailing wage requirements under the Prevailing Wage Act and enter into project labor agreements used by the Capital Development Board for any construction, alteration, repair, maintenance, or demolition work.

Amends the Prevailing Wage Act to include public-private agreement projects under the Department of Natural Resources World Shooting and Recreational Complex Act within the definition of "public works" requiring prevailing wage compliance.
