Amends the Non-Support Punishment Act to authorize electronic funds transfer payments to the State Disbursement Unit beginning July 1, 2028.

Requires the State Disbursement Unit to establish a system capable of accepting electronic funds transfer payments by July 1, 2028.

Applies to support payments made under existing circumstances where parties are receiving child support enforcement services or payments are made through income withholding.

Maintains existing payment requirements and procedures for the State Disbursement Unit and court clerks pending the effective date of the electronic transfer provision.
