Creates the Canadian Prescription Drug Importation Act authorizing the Department of Public Health to establish a program for importing safe and cost-effective prescription drugs from Canada with federal approval under 21 U.S.C. 384.

Department shall contract with vendors to develop an annual wholesale prescription drug importation list identifying drugs with highest cost savings potential and identify eligible Canadian suppliers compliant with Canadian federal and provincial laws.

Eligible importers include Medicaid pharmacies, Department of Corrections, commercial plans approved by federal government, and licensed pharmacists or wholesalers approved by the Department; imported drugs must meet FDA safety standards and cannot include controlled substances, biologics, or certain injectable drugs.

Vendors must ensure drug safety through statistical testing for authenticity and degradation, maintain qualified laboratory records, comply with federal Drug Quality and Security Act tracking requirements, and provide annual financial audits and quarterly reports to the Department.

Department must submit federal approval request by September 1, 2023, and submit annual reports to legislature detailing imported drugs, cost savings, participating suppliers and importers, and documentation that the program maintains drug safety and consumer protections.
