IL HB3516

Renames the "Employee Blood Donation Leave Act" to the "Employee Blood and Organ Donation Leave Act" to include organ donation provisions.

Allows full-time employees with 6+ months tenure at employers with 51+ employees to donate blood up to once every 56 days with up to one hour of paid leave, or more if authorized by employer or collective bargaining agreement.

Permits employees to use up to 10 days of paid leave in any 12-month period to serve as an organ donor, with "organ" defined as biological tissue that may be donated by living donors including kidney, liver, lung, pancreas, intestine, bone, and skin.

Requires employees to obtain employer approval before using donation leave and requires the Department of Public Health to adopt rules establishing procedures for requesting and approving leave, including medical documentation requirements.
