Extends State Global Scholar Certification Program to include nonpublic high schools in addition to public high schools, making participation voluntary for all schools.

Requires State Board of Education to establish certification criteria including globally focused courses, service learning, global collaboration, and a capstone project demonstrating global competence.

Prohibits charging fees to students for State Global Scholar Certification designation on diplomas and transcripts, though costs for demonstrating proficiency may be borne by students.

Allows public universities and community colleges to award course credit to students who received State Global Scholar Certification beginning with the 2024-2025 academic year, with each institution determining credit applicability.

Takes effect July 1, 2023.
