Reduces default speed limits in urban districts from 30 mph to 20 mph, effective October 1, 2023, with alley speeds reduced from 15 mph to 10 mph.

Excludes interstate highways and roads under Illinois State Toll Highway Authority jurisdiction from the new urban district speed limit requirements.

Requires the Secretary of State to notify all licensed drivers of the speed limit change by September 1, 2023 through direct mail and statewide communications campaign.

Allows counties, municipalities, and townships to issue only warnings for speed violations during the first 60 days after enactment, after which enforcement with penalties may resume.

Takes effect immediately upon becoming law.
