Increases the posted speed limit threshold for non-highway vehicle operation on streets from 35 mph to 55 mph or less, allowing operation on higher-speed roads.

Allows non-highway vehicles to cross roads or streets at intersections where the posted speed limit exceeds 55 mph (previously 35 mph).

Adds liability protection for county boards that permit non-highway vehicle use on their roadways, shielding them from crashes involving such vehicles.

Defines non-highway vehicles as all-terrain vehicles, golf carts, off-highway motorcycles, and recreational off-highway vehicles not designed for public highway use.

Maintains existing requirements for non-highway vehicles including valid driver's license, mandatory insurance, safety equipment (brakes, lights, mirrors, reflectors), and prohibition on interstate and tollroad crossings.
