Establishes a grant program administered by the Department of Agriculture for special access food providers beginning July 1, 2023, subject to appropriation.

Grant amounts are limited to 15% of the special access food provider's basis in the grocery store plus 10% of renovation expenditures incurred.

Defines "food desert" as a census tract where 500+ people or 33% of population (whichever is less) live more than 1 mile from a grocery store in metropolitan areas or more than 10 miles in non-metropolitan areas.

Defines "grocery store" as a retail store where forecasted grocery sales account for at least 35% of total annual sales.

Eligible recipients are persons constructing, renovating, or rehabilitating properties to be used as grocery stores located in food deserts.
