HB3566 Summary

• Amends the Child Care Act of 1969 to add new staffing provision (4.5) allowing qualified early childhood assistants to supervise classrooms outside core developmental hours, limited to no more than 3 consecutive hours or a majority of daily classroom hours.

• Requires all licensed day care home providers, group day care home providers, and day care center directors and classroom staff to complete training by July 1, 2022 on early childhood social emotional learning, infant and early childhood mental health, early childhood trauma, or adverse childhood experiences, with recurring training every 3 years thereafter.

• Requires all licensed child care facility employees caring for newborns and infants to complete training every 3 years on sudden unexpected infant death (SUID), sudden infant death syndrome (SIDS), and American Academy of Pediatrics safe sleep recommendations.

• Requires child day care center licensees and employees who are mandatory reporters to attend training on recognizing child abuse and neglect as prescribed by Department rules.

• Permits day care home applicants to satisfy high school diploma requirements by submitting either a high school diploma, GED, or degree from an accredited higher education or vocational institution.
