Increases minimum wage rates for direct support professionals and frontline personnel serving individuals with intellectual or developmental disabilities, effective January 1, 2024: $4.00 per hour minimum increase for community-based providers, with at least $2.00 as direct base wage increase.

Requires community-based providers and ID/DD and MC/DD facilities to provide wages for all residential non-executive direct care staff (excluding direct support professionals/aides) at the federal Department of Labor's average wage as defined by departmental rule.

Includes adjustments to employment-related expenses in rate methodologies for services delivered on or after January 1, 2024, subject to federal waiver approval.

Grants the Department of Human Services and Department of Healthcare and Family Services emergency rulemaking authority to implement these wage increases, with authorization repealing one year after the bill's effective date.

Takes effect immediately upon becoming law.
