State Board of Education must develop or contract for data collection and evaluation systems for teacher and principal performance, including annual publication of district and school-level data while maintaining individual confidentiality.

State Board must create model evaluation templates for teachers and principals, along with evaluator pre-qualification and training programs that offer multiple options based on evaluator experience.

State Board must establish systems to measure correlations between local evaluations and student growth in tested subjects, as well as teacher retention rates, with a research-based validity study due by September 1, 2014.

Districts must submit teacher and principal evaluation data to the State Board, including performance ratings for all contractual continued service teachers and renewal recommendations for non-tenured teachers.

State Board must report aggregate teacher evaluation data broken down by teacher race and ethnicity, and by student demographics (race, ethnicity, and free/reduced-price lunch eligibility) at each school, with underlying data kept confidential.
