Amends the Illinois Public Aid Code to specify reimbursement rates for dental procedures under the medical assistance program, including codes such as D0140 ($19.12), D1110 ($48.38), D2150 ($56.82), D5110 ($444.09), and D7210 ($67.73), among others.

Adds numerous additional dental procedure codes and reimbursement rates effective with this amendment, expanding coverage for services including preventive care, restorative procedures, and oral surgery.

Establishes a 5-year pilot program beginning January 1, 2024, administered jointly by the Department of Healthcare and Family Services and Department of Veterans' Affairs to improve dental care access for veterans.

Makes veterans with income at or below 300% of federal poverty guidelines eligible for comprehensive dental care coverage through participating community dentists who agree to discount fees.

Defines "veteran" as an Illinois resident who has served or is currently serving in the United States Armed Forces, Illinois National Guard, or Reserve Components of the United States Armed Forces.
