Amends the Illinois Governmental Ethics Act to prohibit legislators and executive branch constitutional officers from engaging in compensated lobbying of municipalities, counties, or townships without restrictions based on lobbyist registration status.

Removes the requirement that compensated local lobbying prohibitions only apply when representing registered state-level lobbyists, making the ban absolute for state legislators and constitutional officers.

Prohibits county, municipal, and township officials from compensated lobbying on behalf of registered lobbyists for their respective jurisdictions, the General Assembly, or state executive branch offices.

Exempts municipal officials from municipalities preempted under Section 11.2 of the Lobbyist Registration Act from the compensated lobbying restrictions.

Establishes violations as a Class A misdemeanor offense.
