Amends the Rights of Crime Victims and Witnesses Act to add new victim rights including notice and hearing before court access to privileged victim records and consideration of victim safety in release decisions.

Requires law enforcement to provide crime victims with a written statement explaining their rights within 48 hours of initial contact, with content provided by the Illinois Attorney General.

Mandates law enforcement provide victims information about crime victim compensation and referrals to victim services, and requires victims to sign a sign-off sheet acknowledging receipt of this information.

Requires law enforcement to provide victims a free copy of their police report within 5 business days of request and adds notice of the right to file complaints against Illinois Department of Financial and Professional Regulation licensees.

Requires Circuit Court Clerks to post crime victim rights within 3 feet of courtroom doors and permits victims to retain attorneys to be present during all stages of criminal justice interactions without affecting their treatment.
