HB3585 - Long-Acting Reversible Contraception Information Act

• Creates online learning module for health care professionals on postpartum and postabortion long-acting reversible contraception (LARC) insertion, with hours counting toward continuing education requirements.

• Permits physicians to provide LARC services to minors over age 12 who are married, parents, have parental consent, face serious health hazards without the service, or are referred by a physician, clergyman, or Planned Parenthood.

• Requires Department of Public Health to provide materials on low-cost and no-cost contraceptive options and develop a LARC promotion plan to reduce neonatal abstinence syndrome and fetal substance exposure, with annual reporting.

• Mandates insurance coverage of all FDA-approved contraceptive methods without cost-sharing, including LARC insertion on the day of abortion if medically feasible, and requires 12-month supply dispensing at once.

• Requires pharmacists dispensing hormonal contraceptives and health care professionals performing abortions to provide information about intrauterine devices and implants as alternative contraceptive methods.
