Creates the Police K-9 Care Program within the Illinois State Police to provide stable funding for veterinary care of retired police dogs who served 5 or more years in law enforcement or correctional agencies.

Illinois State Police must contract with a 501(c)(3) nonprofit corporation dedicated to police dog protection to administer the program through a competitive grant process.

Handlers and adopters of eligible retired police dogs receive annual reimbursements up to $1,500 for veterinary care expenses including wellness exams, treatment, emergency care, and euthanasia.

Establishes the Police K-9 Care Fund in the State Treasury, funded through State appropriations, donations, a percentage of law enforcement monetary forfeitures, and tax credits (75% of contributions up to $10,000 per taxpayer).

Nonprofit administrator may use up to 10% of appropriated funds for administrative expenses; Illinois State Police Director must adopt implementing rules with provisions taking effect one year after the law becomes effective.
