Creates Student Career Development Liability Insurance Advisory Committee within Department of Commerce and Economic Opportunity to study liability insurance options for students and educators in career development programs.

Committee must issue report by December 31, 2023 with recommendations for providing liability insurance to high school and community college students in career development or apprenticeship programs, and to public school and community college faculty in externship programs.

Committee comprises 14 members including state agency directors, State Board of Education and Community College Board representatives, 4 General Assembly members from both parties, 2 manufacturers association members, 2 insurance industry members, and 2 unionized state employee representatives.

Committee members serve without compensation but may receive reimbursement for necessary expenses, with vacancies filled by original appointing authorities.

Committee automatically terminates on January 1, 2025.
