• Requires owners/operators of thermal power plants undergoing implosion demolition to obtain Agency-approved air quality plans and notify the public at least 60 days in advance through newspapers, direct mail, websites, and social media.

• Mandates public meetings within 30 days of notification, held within 5 miles of the demolition site after 5:00 p.m., with certified court reporter transcripts and live-streaming available.

• Requires comprehensive air quality plans including AERMOD air dispersion modeling, PM10 monitoring at upwind/downwind locations for 24 hours before/during/after implosion plus weekly monitoring until baseline levels return, and testing for lead, asbestos, silica, and respirable particulates.

• Establishes dust mitigation requirements including soil saturation to 4-inch depth, misting cannons, street sweeping with PM10-certified equipment, and evaluation of soil particulate emission potential based on fines content and moisture.
