Defines "vehicle security circumvention device" as a device capable of obtaining, intercepting, or processing information from a motor vehicle keyless entry system to enable entry or starting without owner consent.

Creates new offense of possessing a vehicle security circumvention device as a Class C misdemeanor, with exceptions for mechanics, licensed vehicle dealers, licensed locksmiths, repossession agents, and law enforcement officers.

Establishes offense of unlawfully selling or transferring a vehicle security circumvention device with knowledge it will be used to commit a violation of law as a petty offense.

Requires sellers of vehicle security circumvention devices to conduct criminal background checks on buyers and prohibit sales to individuals convicted of felonies.

Maintains existing Class 4 felony penalties for possession of traditional burglary tools and unlawful sale of traditional burglary tools.
