Authorizes Executive Inspector Generals to issue public statements when investigations concern inefficient or wasteful management, or when they conclude investigations and find reasonable cause to believe a violation occurred but determine a complaint should not be filed with the Executive Ethics Commission.

Public statements must summarize the nature of allegations, specific violations found based on reasonable cause, and recommendations for discipline or corrective measures, without disclosing the subject individual's name.

Requires Executive Inspector Generals to share proposed public statements with the affected agency head and ultimate jurisdictional authority before issuance and allow 10 business days for them to provide a response to be included with the statement.

Amends the State Officials and Employees Ethics Act (5 ILCS 430/20-95) regarding exemptions for ethics-related documents and investigatory files.

Takes effect immediately upon becoming law.
