IL HB3615

Amends the Children and Family Services Act to require the Department of Children and Family Services to initialize, but not complete, the transfer of Family First Prevention Services Act functions (Title IV-E) to the Department of Healthcare and Family Services.

Establishes a 3-year pilot program beginning January 1, 2023 providing additional resources to families receiving Extended Family Support Program services, including wraparound case management, home visiting services for families with children under 5, and parent mentors for caregivers with children over 3.

Expands Extended Family Support Program services to cover Family First Prevention Services Act targeted populations: intact families, pregnant and parenting youth, reunification within 6 months, and post-adoption and subsidized guardianship.

Requires an independent evaluation of the pilot program to assess whether it successfully prevents entrance into the foster care system and determine long-term cost benefits.

Mandates submission of a report to the General Assembly at the end of the 3-year pilot period detailing evaluation findings and the Department's decision on continuing the program with supporting rationale.
