Amends the Abused and Neglected Child Reporting Act by adding Section 7.5a to establish mandatory intact family services for at-risk families.

Requires the Department of Children and Family Services (DCFS) to develop a phase-in plan for mandatory intact family services for families needing continuing assistance and monitoring after a child abuse or neglect investigation.

Mandates that when DCFS determines a family qualifies for intact family services following an investigation, the Department shall open an intact family services case and enroll the family in the Intact Family Services Program.

Requires families to be assigned to an intact family services provider contracted with the Department.

Authorizes DCFS to adopt rules necessary to implement the phase-in plan for mandatory intact family services.
