• Transfers appointment authority for Illinois Law Enforcement Training Standards Board members from the Governor to the Executive Director of the Board, with nominees selected by a majority vote of the President of the Illinois Sheriffs' Association, President of the Illinois Association of Chiefs of Police, President of the Illinois Fraternal Order of Police Labor Council, and President of the Fraternal Order of Police Chicago Lodge 7.

• Establishes a Review Committee within the Board composed of 9 rotating members to review disciplinary cases where decertification decisions are challenged by the Panel, law enforcement officer, or agency.
