IL HB3632

Creates the Disadvantaged Communities Protection Commission comprised of the Department of Natural Resources and Environmental Protection Agency to protect disadvantaged, vulnerable, and marginalized communities from energy projects.

Commission shall conduct comprehensive cost-benefit analyses of proposed energy projects including socioeconomic, public health, environmental risk factors, and greenhouse gas social costs specific to affected communities.

Commission shall make recommendations to the Governor and energy companies regarding current or potential threats and anticipated burdens from proposed energy projects.

Commission shall work with federal Pipeline and Hazardous Materials Safety Administration to establish statewide advanced leak detection standards requiring all pipeline operators, including local distribution companies, to find and repair leaks including those previously designated as nonhazardous.

Funding shall be made available for disadvantaged communities to build infrastructure to safeguard against gas pipeline adversities.
