Amends Section 8-230.1 of the Illinois Pension Code to modify how Chicago municipal employees can receive service credit for prior work at the Chicago Transit Authority (CTA) or its predecessor public utilities.

Changes the salary assumption used to calculate service credit from the employee's salary at their original entrance date to the salary at the "later of the date of his or her entrance or reentrance" into municipal service, whichever applies.

Maintains existing requirements that employees must have contributed for at least 10 years, had their last 5 years of service as a City employee, and forfeited any pension credit from their CTA employment before receiving this credit.

Adds a new section to the State Mandates Act exempting this bill from state reimbursement requirements for local implementation costs.
