Amends the Prevailing Wage Act to require prevailing wage payments for workers who produce or process aggregate materials incorporated into public works, regardless of location.

Defines "aggregate material" as rock, gravel, sand, pebbles, dirt, soil, clay, bitumen, cultured polymer, cement, concrete, asphalt, and similar materials subject to state or political subdivision engineering specification authority.

Expands prevailing wage coverage to include laborers, workers, and mechanics who process aggregate material into concrete, cement, or asphalt for use in public works projects.

Applies prevailing wage requirements to aggregate material production and processing activities even when performed away from the public works construction site.
